views of H. M. Consul General, Shanghai, on this subject.

Accordingly any attempt made by Chinese customs vessels,

either under control, or at instigation, of Japanese, to

arrest or divert a British ship should be treated as

equivalent to unwarranted interference by Japanese themselves.
